Duties

Develops and maintains information security inspections/inventories, information security training and orientation, briefings and debriefings, and investigation of security violations or unauthorized disclosure of classified information. Develops and maintains program access and information security, including systems for classified document control and accountability, storage of classified materials. Ensures that all employees recognize and discharge their special responsibilities in matters relating to personnel/information/security programs, including reporting of information indicative of potential security problems. Develops emergency plans pertaining to sabotage, civil disturbance, natural disasters, and bomb threats, which affect the protection of personnel, property and facilities. Determines needs for the counterintelligence, operations, and COMSEC area to meet immediate and expected workload requirements. Manages an operations security program through threat assessment, formulation of essential elements of friendly information, identification of associated vulnerabilities, and preparation of feasible protective measures.

  • Must be a U.S. citizen
  • Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

Qualifications

To qualify for a Supervisory IT Specialist (PLCYPLN/INFOSEC), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Providing technical and administrative leadership to professional security and information technology teams. Developing individual training plans, professional development programs, position classifications, time and attendance, occupation safety and health and processes personnel actions. Applying information assurance policies and procedures, as well as insuring adherence to customer-unique information assurance requirements. Obtaining, controlling, and accounting for all organization IT assets. Establishing objectives, policies, and procedures relating to information technology matters. Planning and organizing security operations of the organization in all functional areas and has full and complete functional authority to ensure completion. Developing and implementing procedures assuring that all persons who are to handle classified material are appropriately instructed and cleared. Installing, maintaining, and updating network software, and hardware components e.g., routers, CSUs/DSUs, etc. AND For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
