This vacancy is for a Program Analyst (RLF) in the Economic Development Administration within the Department of Commerce.
The incumbent will serve at the U.S. Department of Commerce Economic Development Administration Atlanta Regional Office and is responsible for coordinating and analyzing Economic Development Administration (EDA) award financial and performance data specific to Revolving Loan Fund programs.
Duties
As a Program Analyst (RLF), you will perform the following duties:
Analyzes socioeconomic and demographic data from a wide variety of sources. Develops procedures and systems for assessing the effectiveness of programs/management processes.
Develops, analyzes, and monitors investments in compliance with EDA 's funding priorities and investment strategy; and conducts quality assurance of investments. Develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives.
Analyzes and reviews all project data against EDA program data and projections originally provided for in the grant application, ensuring applicants' compliance with grant post-approval performance measures requirements, the continued facilitation of the project implementation, and the maintenance of corresponding administrative records, files, and databases.
Collaborates with the regional office staff to coordinate economic development projects.
Maintains collaborative and effective relationships with key business, civic community, and local government partners.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Oversees the Revolving Loan Fund (RLF) portfolio, and monitoring borrower's compliance with the terms and conditions of the RLF Program.
Analyzes RLF data to provide input into managerial and policy decisions related to the RLF program; AND
Develops procedures and systems for assessing the effectiveness of programs/management processes, and knowledge of Economic Development Administration (EDA) financial assistance non-construction programs.
