This position is located in the Veterans Benefits Administration (VBA), Outreach, Transition, and Economic Development (OTED), Outreach team. The purpose of the OTED Outreach team is to provide timely and accurate benefits information and services to service members, Veterans and their dependents through outreach, direct public contact events through a client-centered approach.
Duties
Specific duties include:
Lead the team in: identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
Recommends objectives and operations for new and existing programs within the scope of OTED Outreach. Recommends appropriate methods of developing and delivering outreach priorities to ensure outreach field personnel understand program initiatives and legislative updates to VA benefits and services.
Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization.
Develops routine and upon demand leadership briefing decks on key issues for executive leadership. Leads high level presentations to executive leadership regarding the division goals and objectives.
Defines new program needs upon consideration of such factors as the impact of social, economic and other conditions or trends and the effect of actual or proposed legislative action with responsibility for developing and recommending OTED program objectives, operations, and the allocation of resources required for the programs.
Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Plans and develops internal standard operating procedures (SOP), OTED Manual (M27) procedures, and related activities to enhance outreach service delivery. This includes developing and interpreting policies and current methodologies in revising procedural guidance and developing and adopting internal procedures and controls necessary to allow management to streamline current processes for more efficient and effective delivery of work products.
Reviews procedural issues of other VA programs and other agencies as well as newly enacted or changed legislation dealing with service members' and Veterans' benefits matters to determine the effect upon the military outreach program. Makes related recommendations as to program action required and prepares necessary directives.
Evaluates suggestions presented by field station personnel and recommends for either approval or disapproval depending on the relationship of the suggestion to program objectives, current guidelines, effective personnel utilization, and cost analysis of implementation.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience: Applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the normal line of progression for the occupation in the organization:
Specialized experience is defined as:
Experience in reviewing policies and procedures to determine the impact of field operations or conducting evaluative studies of field offices to determine field strengths, weaknesses and best practices; making recommendations for improvement; and demonstrated communication skills to prepare, present and articulate findings to management. experience applying Federal, state and/or local laws and regulations to administer benefits programs or services.
Maintaining up-to-date knowledge of developments potentially affecting the assigned program(s).
Conducting in-depth analyses of relevant issues, developing guidance for use by others, recommending program policy.
Implementing project management for special assignments to investigate operational issues related to outreach initiatives or other matters assigned within the organization.
Developing and implementing training programs to ensure that staff is fully trained in the technical issues of outreach initiatives; and/or analyzes the quality and accuracy of outreach conducted within the field and provides technical feedback to field locations.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, files, and similar items. No special physical demands are required.
