As the Senior Director, the incumbent serves as one of the Agency's primary liaison officials with Departmental offices, including the Office of Inspector General (OIG), the Office of the General Counsel (OGC), the Office of the Chief Financial Officer (OCFO), the Personnel and Document Security Division (PDSD), the COOP Planning Division (CPD), and the Homeland Security Staff (HSS), as well as the Government Accountability Office (GAO), the Department of State, and other Federal entities.
Duties
The duties may include, but are not limited to:
Directs and oversees the Foreign Agricultural Services (FAS) Security Program in order to protect FAS's sensitive and/or classified information to include documents, information, personnel, property, facilities, and operations.
Coordinates all audits and reviews performed within FAS by OIG and GAO, ensuring Agency compliance with departmental Regulation 1720-001, "Audit Follow-up and Management Decision," as well as applicable GAO guidelines for audit resolution.
Directs the development and implementation of a comprehensive financial and compliance review program for participants in the FAS-administered market development, export credit, and food aid programs, as well as FAS's overseas offices.
Oversees FAS's emergency preparedness activities (e.g. FAS's Continuity of Operations Plan (COOP) and Crisis Action Team (CAT)), as well as serving as FAS's senior liaison on all Department of Homeland Security (DHS) and related initiatives.
Provides leadership and direction on CSEPD's management control reviews, program reviews, and analyses.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- Selectee must be able to obtain and maintain a Top-Secret security clearance.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 grade level) that demonstrates:
Utilize investigative tools, techniques, the roles responsibilities, and/or interactions among members of the law enforcement community to support the directorate's mission.
Review and/or evaluate, accounting, auditing practices and/or procedures for compliance with legislation, regulations, and/or procedures.
Utilize management and/or supervision principles to provide guidance, direction, and/or leadership to employees within a directorate.
Communicate, both orally and in writing, with senior-level management officials, program participant officials, and/or other stakeholders in regard to program operations.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
