Job opening: Human Resources Specialist (Benefits)

Salary: $99 729 - 160 416 per year

This position is located in the Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources. The incumbent provides direct support to OIT employees, who are geographically dispersed, for topics on benefits, financial, and retirement planning.

Duties

Major Duties: Verifying creditable service for retirement eligibility; verifying eligibility for health insurance and life insurance. Ensuring proper documentation is provided for new hires, transfers and change in benefit requests. Iidentify retirement code errors and plan course of action to correct with minimal supervision; provides counseling to customers with erroneous retirement codes. Assists and advises customers with disability cases and advises survivors in understanding options for death-in-service cases, including assistance in completing the necessary forms. Counsels and advises employees regarding the immediate and long-term advantages of participating in the Thrift Savings Plan. Ensures that employees are advised on the implications of new developments in the benefits program. Addresses sensitive or serious problems related to retirement benefits and health or life insurance coverage. Work Schedule: Monday - Friday; Tour of duty will be determined based on organizational needs. Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized for telework. Telework eligibility will be discussed during the interview process. Promotion Potential: FPL is GS-12. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the 11 position you must have served 52 weeks at the 09. For the 12 position you must have served 52 weeks at the 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, all qualification requirements must be met by the closing date of this announcement-09/10/2024. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing advisory services on federal life insurance, health benefits, work life benefits and the Thrift Savings Plan Program (TSP). ~OR~ Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet one of the following Criteria: Criteria 1: Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing advisory services on federal life insurance, health benefits, work life benefits and the Thrift Savings Plan Program (TSP). ~OR~ Criteria 2: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing advisory services on federal life insurance, health benefits, work life benefits and the Thrift Savings Plan Program (TSP); verifying creditable service for retirement eligibility; verifying eligibility for health insurance and life insurance; ensuring proper documentation is provided for new hires, transfers and change in benefit requests.; Addresses sensitive or serious problems related to retirement benefits and health or life insurance coverage. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
