This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. You will serve as a Physical Security and Anti-Terrorism/Force Protection (AT/FP) Specialist in the Corporate Operations Department, Security Division, Emergency Management Branch (Code 1052) of the Naval Surface Warfare Center Panama City Division.

Duties

You will serve as a subject matter expert in Physical Security and Antiterrorism/Force Protection (AT/FP). You will apply emergent theories or developments to problems requiring solutions outside generally-accepted methods or procedures. You will resolve major conflicts in security policy and program objectives through effective communication with external entities such as Naval Sea Systems Command (NAVSEA) and the Deputy Under Secretary of the Navy (DUSN) (Policy) for Security. You will identify and integrate internal and external impacts to Command security programs, and present findings and recommended actions to Security Division management. You will lead asset identification, criticality assessments, risk assessments, and Physical Security and AT/FP Plan development for the Command. You will determine Physical Security measures for the protection of sensitive and classified information, and resources. You will demonstrate an understanding of Electronic System Security components and operation, and manage/oversee maintenance and installation efforts. You will manage the Controlled Key and Lock Program, Loss Prevention Program, and destruction of sensitive and classified information. You will train Command personnel in Physical Security and AT/FP principles and procedures, and response to Active Shooter situations. You will review technical reports, test plans, and public release requests for security concerns. You will coordinate with technical points of contact and/or subject matter experts to correct discrepancies. You will serve as the Assessable Unit Manager (AUM) for Security Programs, as assigned. You will demonstrate knowledge of other security disciplines to ensure continuity of Command programs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles of security administration to determine physical security measures for the protection of sensitive information or resources. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
