You will serve as a Administrative/Technical Specialist in the SPECIAL PROGRAMS BRANCH of the SECURITY DIVISION in the CORPORATE OPERATIONS DEPARTMENT for NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12

Duties

You will independently manage all aspects of the Command's Key Management Infrastructure (KMI) account. You will interpret governing directives to develop and implement policies of the Key Management Infrastructure. Yo will apply emergent theories or developments to problems requiring solutions outside generally-accepted methods or procedures. You will resolve conflicts in Security policy and program objectives through effective communication with external entities such as NAVSEA and the National Security Agency. You will identify internal and external impacts to the Key Management Infrastructure account operations and Command security programs, and present findings and recommended actions to Security Division Management. You will ensure strict accountability of Key Management Infrastructure and Classified information. You will ensure completion of all Key Management Infrastructure administrative requirements. You will serve as the Alternate Assessable Unit Manager (AUM) for Key Management Infrastructure.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the NT-03 payband (GS-09 and GS-10 equivalent) in the federal service or equivalent experience in the private or public sector conducting Communications Security (COMSEC) operations (i.e. Electronic Key Management System, Key Management Infrastructure, or Cryptographic) to ensure the safeguarding and accountability of COMSEC information, materials, or items.
