Duties
This position is located within the Department of the Interior (?DOI), Bureau of Ocean Energy Management (BOEM), Office of Communications, Office of Congressional Affairs, Washington, DC.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as a legislative point of contact for congressional offices and as a liaison with BOEM's program offices to address congressional requests and inquires.
2. Identifies and coordinates with appropriate BOEM staff members to secure timely answers to congressional inquiries.
3. Develops proactive briefings on BOEM priorities.
4. Prepares hearing and mark-up summaries for the Director, Deputy Director, and other BOEM staff.
5. Participates in the preparation of reports and summaries on Congressional action and status of pending legislation for Bureau and Department officials.
6. Reviews and analyzes legislation, both pending and proposed.
7. Prepares a variety of written materials (Briefing papers, presentations, legislative drafting services, issue memos) for use by Department and Bureau officials.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-13: ($117,962 - $153,354) per annum.
GS-12: ($99,200 - $128,956) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience Requirements for the series to which you are applying.
Specialized Experience Requirements:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Providing legislative outreach strategies to inform and educate members of Congress and staff on an organization's mission, programs, and operations.
2. Reviewing and analyzing legislative proposals.
3. Collaborating with congressional staff, and/or senior officials of Federal agencies on sensitive and controversial issues.
4. Providing clear and concise written reports.
Must meet all.
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Informing legislative outreach strategies to educate members of Congress and staff on an organization's mission, programs, and operations.
2. Reviewing and analyzing legislative proposals.
3. Providing clear and concise written reports.
