This position is on the Natural Resources Conservation Service (NRCS) State Conservationist's Staff. The incumbent is responsible for leadership, guidance, and support to the designated state leadership team in the implementation of either of these Farm Bill Conservation Programs: Regional Conservation Partnership Program (RCPP)

Duties

Works closely with the designated state leadership team to provide leadership and coordination of farm bill program delivery, especially for the EQIP and CSP programs which also includes landscape/watershed initiatives. Provides leadership, guidance, and support for Programs (P), including the Environmental Quality Incentives Program (EQIP), Conservation Stewardship Program (CSP) and Regional Conservation Partnership Program (RCPP). Keeps the state Leadership Team informed of major Conservation Programs implementation as directed by the designated state leadership team. Provides leadership for coordination among area and state technical/program specialists to support the implementation of the Farm Bill Conservation Programs. Works closely with the designated state leadership team to schedule, coordinate and prepare for State Technical Committee Meetings and subcommittee meetings.

Qualifications

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. Basic Education Requirement: 401 Series: Must have a Bachelor's or higher degree in in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Must have a combination of education and experience as shown in A above, plus appropriate experience or additional education. (You must submit transcripts.) 457 Series: Must have a bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) OR Must have a combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: GS-12: Must have one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: providing assistance and leadership to field offices in preparation for Farm Bill Program implementation and watershed planning policies and procedures; providing leadership in developing Conservation Programs implementation strategy by partnering with agencies and organizations; and communicating with others in order to facilitate information sharing and communications on conservation planning and the Conservation Programs.
