This position is assigned to the Ecological Sciences (Resource Technology) Staff, U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS). The primary purpose for the position is to provide statewide leadership for all environmental compliance and conservation compliance activities of NRCS.

Duties

Provides statewide expertise and leadership in implementation of, and compliance with, major environmental laws as well as other laws and agency environmental requirements. Develops templates and programmatic agreements with Federal and state regulatory agencies to streamline implementation of conservation programs and practices. Serves as a technical liaison, representing NRCS with members of other Federal and state agencies formulating recommendations on policy and procedures related to ESA and NEPA, wildlife, wetland, and other regulatory and permitting issues. Serves as State NRCS Liaison to state and Federal regulatory agencies on matters of consultation and regulatory compliance and independently coordinates activities to ensure environmental compliance is achieved in the most efficient manner

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Basic Education Requirement: Degree: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include mastery of applying practices and methods in agriculture or natural resources management to lead complex assignments related to environmental compliance. Examples of specialized experience include: Assembling and analyzing environmental compliance material to identify needs and recommend policy positions; Applying evaluative techniques to identify trends related to environmental compliance issues; AND Preparing written material, technical reports, and publications related to environmental compliance efforts. Note: There is no education substitution for the GS-13 level.
