The primary purpose of this position is to provide emergency police, fire and medical services to the base populace by answering emergency 911 calls and initiating responses with appropriate personnel and equipment.

Duties

Provides emergency 911 and dispatching services. Determines the nature of the emergency in accordance with established guidelines. Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies. Prepares and maintains reports and records relating to emergency responses. Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center. Maintains maps, checklists and charts, Including automated programs.

  • Incumbent will be required to obtain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level I and II when course becomes available.
  • Incumbent is required to work an alternate work schedule which requires an uncommon tour of duty (including weekends and holidays).
  • Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
  • Employee is subject to recall during a conflagration, stay over until an emergency has been terminated, or until properly relieved by a qualified dispatcher.
  • Must participate in an exercise program to relay accurate information. Must be resourceful and alert to adequately perform duties.
  • Incumbent must obtain and maintain a current CPR certification within 90 days of appointment.
  • Incumbent must participate in recurrent proficiency training, as required.
  • Incumbent must obtain and maintain a current Emergency Medical Dispatcher certification, including initial and follow on certification.
  • Incumbent must obtain Hazardous Materials Awareness certification.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in maintaining constant liaison with the scene of the emergency to include, fire officials, fire stations, police, medical, and any other unit control centers involved with the emergency until official termination of the incident; During periods of multiple emergencies, using independent judgment to determine which calls need immediate attention or when different equipment is required due to emergencies in progress (call stacking); Prioritizing multiple emergency and nonemergency calls to determine appropriate response levels based on the needs of the emergencies in progress; Performing crisis intervention with distraught emergency callers during high-risk situations until emergency units arrive on scene, in accordance with guidelines established locally. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a full 4-year course of study above high school leading to a bachelor's degree. This education was obtained in an accredited technical school, junior college, college or university which high school graduation or the equivalent is the normal prerequisite. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of 911 and emergency vehicle dispatch operations. Knowledge of basic computer operations to include word processing, retrieval, and input of data. A qualified typist is not required. Knowledge of location and availability of emergency apparatus, the kind of apparatus, and equipment needed for the emergency at hand. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. Ability to work independently without immediate supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
