The position is located within the Sterile Processing Service; Patient Care Services. The incumbent directs and performs program management functions that include but are not limited to administration, budget and finance, management and program analysis, office support services, document control, logistics, contract management, space planning, program development, and collaboration with Reusable Medical Devices and administrative services.
Duties
Duties:
Coordinates all short and long-range planning activities of the department by working with leadership to develop written proposals for new programs.
Develops and implements evaluative mechanisms to measure productivity to maximize output consistent with community standards.
Advises on administrative management decisions and their implications; and aids in the evaluation and implementation of office automation.
Assists with budget formulation, justification, and execution for a changing budget or administrative expenses involving different funding resources.
Conducts cost analyses comparing the proposed program with the present treatment modality.
Prepares the budget for supplies, staff, and equipment.
Reviews and interprets emails, suspense notifications, and requirements, and reports from the local and national programs administrative staff, responding when appropriate for the service.
Advises supervisors and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
Create a partnership essential to establishing and achieving contract objectives between the two officials responsible for ensuring the contracting process is successful.
Monitors the contractor performance, compiling statistics, and performing workload analyses required for maintaining contracts and justifying renewals.
Work Schedule: Monday - Friday 7:30 AM-4:00 PM. Subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Specialized experience includes: Experience managing budget activities; assisting with contracting functions; preparing reports and correspondence; Experience utilizing a variety of computer software programs and operating systems such as Strategic Equipment Planning Guide (SEPG), Clinical Products Review Committee (CPRC), Enterprise Equipment Request (EER), SharePoint, Office products such as Word, Excel, Power Point ect. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is sedentary. It occasionally requires carrying of items up to 50 lbs., walking, standing, and bending. No special physical qualifications are required.
