You will serve as a Program Manager in the Systems Acquisition Group, Program Management Department of NAVAIRWARCENAC DIV. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will apply in-depth knowledge of program management, test and evaluation, contracting strategies, logistics, program planning/budgeting, risk management, and cost estimating. You will develop the integration strategy/schedule for merging capabilities into the specified Delta System Software Configuration (DSSC) software build. You will develop and maintain an overarching specified DSSC schedule to feed the Integrated Master Schedule. You will develop and present Acquisition plans, statements of work, requests for proposals, and acquisition reviews.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; and 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command or organization.
