You will serve as a SUPERVISORY SUPPLY MANAGEMENT SPECIALIST in the NAVFAC PACIFIC, PUBLIC WORKS DIVISION NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will investigate identified discrepancies in the Government Purchase Card Program to ensure purchases and related dollar values fall within authorized limits. You will determine training requirements to develop training or training plans. You will analyze functional supply processes to identify procedural changes that could increase efficiency and improve processes. You will advise management on resolutions for supply inventory and warehouse problems. You will access supply related automated database systems to generate reports on material quality inspections and supply inventory. You will attend meetings and briefings to assist in providing information on the status of supplies and materials. You will develop a written plan of action to document program operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ability to supervise subordinates and deal objectively and harmoniously with individuals; 2) Knowledge of commercial acquisition supply systems, purchase regulations, methods, policies and procedures, the Government Purchase Card (GCPC) program, and procedures to purchase needed complex supplies, equipment and technical services; 3) In depth knowledge of supply and purchasing regulations, policies and procedures to provide solutions and technical advice; 4) Ability to communicate effectively (both orally and in writing) with vendors, customers and other Government offices to clarify requirements, prioritize workload and resolve problems; 5) Experience with Maximo or other system of records sufficient to enter, extract and correct data, retrieve recurring reports and structure/retrieve specialized reports and to use automated information systems, Business Logistics Applications (BLAs) and software such as Microsoft Office Suite, GSA systems and FedMall to analyze data and orders; utilize eSystems including COGNOS and Business Management Sytem (BMS) to obtain information, documents and reports. Education

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR

A combination of experience and graduate education as described above that equates to one year of experience.
