Duties
The primary purpose of this position is to serve as a resource person responsible for providing administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision and, when necessary, corrective action of applicable administrative functions, activities, operations, and programs as delegated.
Duties include but are not limited to:
Provides for the overall administrative management for the Assistant and Associate Director.
Supports internal administrative systems to ensure review of national policy by the area of responsibility to support update to local procedure, protocol, or other requirements.
Supports the Director's Office with administrative assignments, including but not limited to, timekeeping management/monitoring, Equipment Inventory List (EIL) maintenance, Conference Room schedule, interactive facility map maintenance, and Talent Management System (TMS) Administrator duties.
Exercises human resources responsibility by initiating requests for recruitment, interviewing, and selecting Incumbents, complying with EEO objectives; planning and assigning work, and maintaining accurate and current position descriptions.
Provides assessments to support operational planning and execution, and continuously provides improved processes.
Develops, initiates, and implements administrative policies and procedures for facility-wide areas of responsibility which impact deadlines and may cause a necessary change in workflow or redistribution of the workload.
Demonstrates initiative, resourcefulness, and problem-solving skills in applying a detailed knowledge of the responsibilities, functions, and underlying management structure of the departments and of the larger institution in organizing and independently prioritizing work, establishing procedures and systems and ensuring the orderly and timely flow through the office.
Work Schedule: M-F 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements
Experience: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university
IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE GRADE REQUIREMENTS AT THE FOLLOWING GRADE LEVEL TO QUALIFY FOR THIS POSITION.
Experience: One year of experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate Degree - OR - 2 full years of progressively higher level graduate education leading to such a degree - OR An LL.B or J.D., if related.
OR
Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements , and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
