This position is located with the USDA, Agricultural Research Service (ARS), Field Organization in Madison, WI.
As the Administrative Officer, you will provide leadership in the management of business functions in support of research programs. You will work closely with the management team to efficiently and effectively carry out all administrative operations.
Duties
Perform a variety of administrative duties in support of office functions.
Serve as a contact for all administrative matters.
Provide technical guidance and assistance to employees and management on the full range of administrative functions necessary to the efficient and economical operation.
Prepare administrative policy statements, standard operating procedures, and other guidance.
Review current procedures for internal processing of administrative work, and recommend improvements to work flow and efficiency of operations.
Serve as the primary advisor and technical resource to officials on accounting and financial management matters.
Advise management regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, career development, training, and other human resources related activities.
Requirements

Qualifications

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience coordinating administrative procedures related to human resources or budgets; managing contracting or procurement actions; preparing financial or budgetary reports; reviewing requests for personnel actions; and planning and coordinating business management activities for an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
