The incumbent is responsible for leading and organizing national, VISN, and Health Care System (HCS) quality, performance, and improvement efforts. Much of this work will entail developing and implementing innovative solutions to improve enterprise level health care capabilities.

Duties

Major Duties included, but not limited too:
Serves as a program manager for multiple assigned projects within each area of responsibility, working directly with business owners and major initiative leads.
Serve as an advisor by providing leadership and guidance to their responsible teams, providing valuable consultative services, and will assist in the planning, development, implementation, coordination and evaluation of milestones for each plan. This includes development and ongoing review of portfolios and subordinate project scopes and schedules including project guidelines, requirements and deliverables; and active, independent problem solving, including requirement refinement, corrective action and plan modification.
Develops long-range program plans, goals, objectives, and milestones
Identifies and develops ways to resolve programs or cope with issues which directly affect the accomplishment of principal program goals and objectives
Develops administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments
Studying reports containing findings and recommendations of major significance to top management.
Ensures the basic work assignments of subordinate staff are carried out and provides guidance and technical direction for accomplishing the work of the team.
Serves as a liaison to various VA departments and national level programs covering information transmission, meeting and project coordination, and administrative issues related to OST.
Provides technical and administrative supervision to a section of remote and onsite Industrial Engineers, GS-0896-13; Health Systems Specialists, GS-0671-13; Program Analysts, GS-0343-13, and Program Specialists, GS-301-11/13.
Oversees the daily operation of the section, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Work Schedule: Required to work Monday through Friday, 7:30 am to 4:00 pm
Telework: Available (applicant is required on site 50% of work schedule per pay period)
Remote: This is not a remote position.
Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-14 Specialized Experience: You must possess (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Program Specialist GS-14 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-13 level in Federal service to qualify at the GS-14. In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience:
1) Provide guidance to stakeholders during all phases of portfolio, program, or project lifecycle.
2) Manage multiple complex programs/projects concurrently and from inception to completion.
3) Apply knowledge of agency policies and procedures and organizational/functional structure to recommend improvement.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
