The primary purpose of the Supervisory Transportation Travel Specialist is to supervise the Motor Vehicle Operators/Dispatchers along with Travel Functions of the Veteran Transportation Service (VTS). The position operates within the Health Administration Service and will be the first line of contact with the Veteran and must be knowledgeable on various subjects regarding the VA. They must always, remain friendly and courteous, regardless of the patient's or visitor's attitude or behavior.

Duties

Exercises delegated personnel management authority for staff assigned under his/her purview, including six motor vehicle drivers and paid station drivers utilized for VTS and volunteer drivers. Plans work to be accomplished by subordinates and establishes and adjusts short-term priorities and deadlines. Assign work to subordinates based on program priorities, subordinates' capabilities, and assignment requirements. The incumbent maintains standards for the performance, standardization, and consistency of work assigned to subordinate staff and conducts periodic evaluations of the work performance of subordinates. The incumbent provides advice, counsel, or instructions to employees/volunteers on administrative and technical matters. Hears and resolves employee complaints, referring only more serious matters to the Chief Mobility Manager. The effects of disciplinary measures such as warnings and reprimands, recommending other action in more serious cases. Regularly monitors work operations to increase quality or work directed. The incumbent develops performance standards. Submits requests for employee staffing actions, interviews candidates, and recommends selections, reassignments, and promotions. Implement local center policies and procedures based on facility, VISN, and VHA guidance. The incumbent certifies that procedures comply with VA regulations. Arrangement of transportation for veterans using VTS. Scheduling the drivers to include paid VA staff and non-paid VA volunteer drivers, ensuring all drivers have completed driver verification, medical evaluation, and driver training per VA Patient Transportation Program directives. Vehicle management and maintenance, ensuring compliance with provisions of VA Patient Transportation Program directives. Coordinate all transportation options to include but not be limited to special mode, VA-owned and operated vehicles, DAV, paid VA drivers, non-paid VA volunteer drivers, community organizations, and public transit. Auditing of VA-paid special mode transportation payments. Quality assurance; monitoring compliance of special mode vendors with contract requirements, proper reporting of accidents or injury, and patient safety. The incumbent participates in VTS program development, evaluation, and analysis, making recommendations as guidelines and policies are developed and refined and developing ways to remove transportation barriers collaboratively among organizations. The incumbent develops educational programs and provides training in compliance with VA Patient Transportation Program directives and on various mobility-related topics for team members and volunteers s/he supervises. The incumbent ensures drivers and shuttles are being used effectively, efficiently, and per program guidelines; maintains appropriate records and analyzes data. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Transportation Travel Specialist, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: Applying in-depth knowledge of mobility management principles and tools; planning and directing administrative activities within a transportation system; analyzing and evaluating information to make recommendations regarding the efficiency and effectiveness of a transportation program; assisting with budget and financial activities; and planning and evaluating work to be accomplished by other staff. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Beneficiary Supervisory Transportation Travel Specialist position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. A combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Beneficiary Supervisory Transportation Travel Specialist position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever changing demands due to program changes. The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; and carrying of light items such as papers, books, laptop and/or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer. Travel may be required on a periodic basis.
