Duties

This position is located in the Office of Information and Technology (OIT), Office of People Science (OPS), and Human Resources (HR) Office in support of PAR and Position Management. The incumbent functions as an HR Specialist providing insight into the understanding of and sensitivity between various personnel programs and the organizational and management relationships within the serviced organizations and VA.
This is a non-bargaining unit position.
The following are the duties of this position at the full performance level (GS-12).

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For the GS-09 position you must have served 52 weeks at the GS-07.
For the GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position at the GS-9 grade level, all qualification requirements must be met by the closing date of this announcement-09/11/2024.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: experience that demonstrates HR knowledge, concepts and principles, and the performance of work in one or more of the HR specialty areas (Classification, Recruitment, Staffing, Employee Relations, Labor Relations, Compensation, Position Management or Organizational Design).

EDUCATION: Successful completion of at least master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You must include transcripts with your application materials.
