Duties

This position requires military membership in the Puerto Rico Army National Guard (PRARNG) Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.

• Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

• Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.

Qualifications

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as inventory management, storage management, equipment coordination and supply management for the property book operations of the organization in the areas. Maintaining property book accountability utilizing an automated system and related computer programs to account for property. Coordinating with the USPFO and subordinate units of the division the lateral transfer and/or turn-in of excess property. Coordinating the processing of backorder reconciliations and equipment status profiles. Establishing administrative procedures and oversees the flow of documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Performing continuing analysis of the property accounting and equipment status reporting system to assure data provided is complete, accurate and timely.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position.
