You will serve as a SUPERVISORY INTERDISCIPLINARY ENGINEER/ARCHITECT in the Expeditionary Directorate (EX), OFFICE OF THE DEPUTY OPS OFFICER of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Duties

You will determine adequate resource requirements to meet mission priorities for construction projects. You will conduct asset evaluation of facilities to formulate a facilities requirement plan. You will review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results. You will determine methods to resolve expeditionary warfare systems design flaws. You will collaborate with Department of Defense and other agencies to formulate strategic mission goals. You will guide, coach, and mentor others in support of resolving complex issues and conflicting interests. You will lead the execution of multiple NAVFAC PAC construction and services contract Expeditionary Directorate programs (i.e. Joint Interagency Task Forces West, Global Peace Operations Initiative, Exercise Related Construction, etc.). You will prepare of operational support plans, support of joint Operations Plans, Navy Support and Mobilization Plans.

  • This position requires current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Advanced

Qualifications

This position has a Selective Placement Factor(SPF) which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading the execution of multiple construction and services contract Contingency Business Line (CEBL) programs to provide a full range of military operations and Joint Task Force Security Cooperation Program; 2) Preparing of operational support plans, support of Joint Operations Plans, and Mobilization Plans. 3) Identifying facilities and construction required in or near a theater of operations; 4) Planning for peacetime contingencies such as natural disaster response; 5) Conducting program management reviews to ensure program execution is meeting supported commander's goals. 6) Identifying construction projects required to support troop movement, design expertise, airfield or waterfront structure expertise, UFC/design code expertise, or facility planning expertise. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities
OR
You lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
