You will serve as a Supervisory General Engineer / Architect in the Design Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will serve as the senior leader for three distinct product lines or functional areas—design, engineering, and project planning. You will provide leadership to the design community in all facility design processes providing technical expertise, training and mentoring in the areas of facility design, facility engineering, project planning, acquisition, and construction. You will provide technical and administrative supervision to a subordinate staff of professional and technical personnel. You will review and evaluate current year budget execution, utilizing appropriate forecasting methods and analysis. You will engage the development, improvement or revision of policies and processes in any areas of project planning, design, and facilities engineering that includes design-related construction activities. You will ensure safe, economical, and timely execution of work assignments having "Responsible Charge" responsibility for all architectural and engineering work performed by subordinate professionals.

  • This position is covered under the DAWIA. Certification in the Engineering and Technical Management foundational career field. Certification is required within 24 months of appointment.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • This position requires current registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. In addition to the basic requirements and SPF, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning and/or design criteria development (establishing criteria) or implementation (using planning and design criteria on project efforts) associated with Department of the Navy (Navy and Marine Corps) facilities.2) Familiarity or knowledge of facilities engineering, facilities design and construction development, systems engineering and building materials, methods, systems, and equipment used in construction.3) Experience developing architectural and/or engineering design documents.4) Knowledge of all architectural/engineering disciplines and how they coordinate to develop completed facilities which address all mission/operational requirements.4) Knowledge of industry standard criteria, DoD criteria, Navy criteria (UFC, UFGS, PTS, Instructions, etc.) and 6) Experience with various acquisition methods: Design Build (DB), Design Bid Build (DBB), In-house DBB/DB, AE DBB/DB. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture or successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
