This position is located in the U.S. Department of State, Bureau of Global Talent Management, Office of Civil Service Talent Management, Compliance and Evaluation Division (GTM/CSTM/CE). The division is responsible for the Development of Human Resources Program Management accountability policy and interpretations; program compliance audits, human resource programs evaluations and consistency reviews and reporting; program improvement assessments, program metrics reporting and analysis.
Duties
Serves as an authoritative source and principal advisor to the Division Chief, Compliance Team Leader, Human Resource Service Providers, and senior-level managers on agency-wide program accountability, oversight, and evaluation activities.
Implements compliance audits to ensure personnel actions and programs adhere to Merit System Principles and applicable laws, rules, and regulations that govern the Civil Service workforce.
Performs assessment and compliance activities' in an effort to improve efficiency and effectiveness of Human Resource programs/operations within the Department of State.
Evaluates the effectiveness of Departmental HR programs (i.e., recruitment, staffing, performance management, awards, and training, etc.) through a comprehensive evaluation system.
Develops and participates in the revision of evaluation standards, program guides, work measurement devices, performance standard etc.; reviews impact of changes and new issuances of policies.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying a wide range of human resources management (HRM) concepts, laws, policies, practices, analytical and diagnostic methods sufficient to develop and present management with solutions to a range of issues. (e.g., 5 CFR, delegated examining authorities, GPPA).
Experience applying research, fact-finding, and analysis techniques to advise management officials on correcting or enhancing HRM activities to yield more efficient program results and adhere to compliance requirements.
Experience presenting ideas clearly, both orally and in writing, to develop detailed written reports on an organizations' HRM functions (e.g., talent management (staffing and recruitment), performance management, employee development and knowledge management, and HR service delivery).
There is no substitute of education for specialized experience for the GS-13 position.
