Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Equal Opportunity Specialist, you will:
Intake/Assess, investigate, conciliate, and/or resolve complex, highly sensitive and difficult allegations of discrimination related to housing, and employment.
Prepare final investigative reports, critically analyze evidence, and makes findings and recommendations.
Work with all necessary HUD divisions and personnel beyond FHEO as well as appropriate persons and organizations outside of HUD to achieve improvements for protected classes, in close consultation with supervisor or higher management officials.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes:
-Experience investigating discrimination cases. (Including: party and witness interviews, document review, conducting on-site investigations, and analyzing evidence)
OR
Experience in assisting in the development of a public housing authority 5-year plan or City/County/State consolidated plan.
OR
Experience conducting fact finding for investigations that assess compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964 or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964.
OR
EDUCATION: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
A Combination: Combination of experience and education. This is creditable providing the combination total percentage equals 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-07 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes:
- Analyze problems to identify significant factors, gather pertinent data, and recognize solutions.; AND
- Using software programs to track projects and provide status' to help carry out program objectives.
OR
Education: 1 full year of graduate level education.
OR
Superior academic achievement (completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university in upper third of the graduating class OR G.P.A. 3.0 or higher out of a possible 4.0 as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR Election to membership in a national scholastic honor society).
OR
Combination of education & experience. This is creditable providing the combination consists of 100% of the requirement.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09 you must have been at the GS-07 level for 52 weeks.
For the GS-07 you must have been at the GS-05 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
