Duties

Pathways Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. As a Equal Opportunity Specialist, you will: -Intake/Assess, investigate, conciliate, and/or resolve complex, highly sensitive and difficult allegations of discrimination related to housing, and employment. -Interview complainants and witnesses to obtain evidence relevant to the allegation of discrimination. -Contact respondents to serve charges, explains respondent's rights and obligations under the law, and conducts interviews to obtain evidence. -Interview recipient officials and representatives, citizen groups, and others to obtain relevant information. -Prepare final investigative reports, critically analyzes evidence, and makes findings and recommendations.

Qualifications

You must meet eligibility and qualification requirements by the closing of this announcement. Specialized Experience: For the GS-9 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes: -Experience investigating cases. (For example: party and witness interviews, document review, conducting on-site investigations, or analyzing evidence) OR Experience with HUD Multifamily programs, for example reviewing Affirmative Fair Housing Marketing Plans (AFHMPs). OR Experience in assisting in the development of a public housing authority 5-year plan or City/County/State consolidated plan. OR Experience conducting fact finding for investigations that assess compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964 or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964. OR Education: You may substitute education for general or specialized experience as follows: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Education

Pathways Recent Graduates Program Education Requirement:

To be eligible for the Pathways Recent Graduates Program, you must have within the previous two years, completed a qualifying Associates, Bachelors, Masters, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution; educational institutions must be accredited by an accrediting body recognized by the Secretary of the U. S. Department of Education.

Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date they completed their degrees or certification. You MUST submit a copy of DD-214 showing the duration and dates of service that precluded you from applying due to a military service obligation.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
