This position is located in the Office of Information and Technology (OIT), Office of People Science, Human Resources. The incumbent is responsible for administering and providing guidance on federal life insurance, health benefits, work life benefits and the Thrift Savings Plan Program.

Duties

Major Duties: Counsels or advises individual employees within OIT. Responsible for administering and providing advisory services on federal life insurance, health benefits, work life benefits and the Thrift Savings Plan Program (TSP). Serves as an authority on expert benefits issues, including information about retirement benefits, resolution of health benefits issues, and life/health insurance coverage options. Addresses sensitive or serious problems related to retirement benefits and health or life insurance coverage. Provides advice and consultation on Federal leave programs, including Family and Medical Leave Act (FMLA), Advanced Leave, Voluntary Leave Transfer Program (VLTP), Disabled Veterans Leave, Leave Without Pay (LWOP), Weather and Safety Leave, Authorized Absence (AA), etc., to all employees. Provides information about creditable military service, social security entitlements and offset, retirement options and benefits, death benefits, TSP options and life and health insurance options and elections to ensure new employees make decisions with full awareness of the federal benefits package. Meets with employees to explain work-life programs; provides counseling for employees regarding the benefits of any of the available work-life programs. Position Description/PD#: Supervisory HR Specialist (Employee Benefits)/PD70045A Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized for telework. Telework eligibility will be discussed during the interview process. Selected candidate must have secured space at a VA or other government facility to receive an official offer. Work Schedule: Monday - Friday; Tour of duty will be determined based on organizational needs. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, applicants must meet one of the following criteria. All qualification requirements must be met by the closing date of this announcement-09/09/2024. Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Administering and providing advisory services on federal life insurance, health benefits, work life benefits and the Thrift Savings Plan Program (TSP); Serves as an authority on expert benefits issues, including information about retirement benefits, resolution of health benefits issues, and life/health insurance coverage options. Criteria 2- Specialized Experience: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as but not limited to: Administering and providing advisory services on federal life insurance, health benefits, work life benefits and the Thrift Savings Plan Program (TSP); Serves as an authority on expert benefits issues, including information about retirement benefits, resolution of health benefits issues, and life/health insurance coverage options; Addresses sensitive or serious problems related to retirement benefits and health or life insurance coverage; Provides advice and consultation on Federal leave programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
