As a Budget Analyst with the Office of the Chief Financial Officer, you will provide advice and guidance on one or more phases of budget administration (e.g., budget formulation and justification, presentation and enactment, and/or execution) and integration of multiple program and/or project elements (e.g., engineering directorate, mission support, project support).
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Provide financial analyses, plans, and briefings for management. Participate in setting budget objectives.
Analyze financial reports/information, prepare justification for a consolidated budget for all substantive programs and supporting administration activities. Use budget/financial system(s) to provide evaluative data to the organization.
Analyze financial-related program issues to assure an integrated approach. Make recommendations for planning, policy formulation/implementation, and decision-making. Forecast services/status of obligations and fund expenditures.
Assure obligations and expenditures are in accordance with pertinent laws and regulations. Prepare reports of analysis, making recommendations for remedial action.
Perform budget formulation and execution activities. Interpret and apply Planning, Programming, Budgeting, and Execution (PPBE) guidance according to Federal, Agency, and Center regulations, directives, and policies.
Provide current/future-year spending plans, readjust spending plans as changes in funding occur. Advise senior management on the status of fiscal resources/future requirements.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
Utilizing financial management systems and/or tools to assist with creating budget or financial reports;
Supporting the development of analyses or reports concerning the use of funds or status of cost expenditures;
Applying policies and procedures to identify financial or process issues/discrepancies.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Assisting with budgeting or financial activities by reviewing and/or assessing data or trends;
Contributing to the development of budget, financial, or mathematical data reports/analyses;
Assisting with the identification, resolution, and/or reconciliation of budgetary or financial data or issues.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Participating in budget and/or financial activities for programs, projects, or organizations;
Analyzing data to support developing budget or financial estimates and/or monitoring actual expenses;
Making recommendations and/or implementing corrective actions to resolve budgetary discrepancies or financial issues.
