This position is at NASA Stennis Space Center (SSC), serving as a Budget Analyst in the SSC Office of the Chief Financial Officer (OCFO) responsible for the planning, programming, budgeting, and execution (PPBE) process supporting various projects at the Center.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Creates, executes, and approves Purchase Requests in SAP and communicates with stakeholders throughout the procurement process to ensure issues are identified and resolved promptly.
Prepares project financial/resources related charts and presentations for program/project level reviews, meetings, and audits.
Analyzes cost actuals and data trends to identify variances against operating plans; quantifies impacts due to schedule/milestone slips and technical issues; and provides recommendations for issue resolution and path forward.
Reconciles accounts, responds to financial inquiries, and provides solutions to funding issues.
Works closely with program/project management to develop detailed operating plans including cost, obligation, and workforce plans.
Supports all phases of the planning, programming, budgeting, and execution (PPBE) process.
Provides program/project management with clear and concise written and verbal communication concerning Center related PPBE activities and end of year/start-up guidance.
Reviews and evaluates contractor financial deliverables including contractor cost files and financial management reports.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
Applying concepts related to budgeting techniques or financial analysis to assist with budget formulation, budget execution, variance analysis, or reporting;
Accessing financial systems to gather and organize data for trend analysis;
Assisting with the preparation of budget briefings or financial reports.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Supporting at least two of the following: budget formulation, budget execution, variance analysis, or monthly reporting;
Utilizing financial systems to gather and organize data for historical trend analysis or project planning;
Supporting budget briefings or financial status reports;
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Performing at least two of the following: budget formulation, budget execution, variance analysis, or monthly reporting;
Utilizing financial systems to gather and organize and analyze data for development of historical trend analysis or project planning;
Developing budget briefings or financial status reports.
