The primary purpose of this position is: Serves as Standards Analyst in the Operations Standards Branch for the NORAD Current Operations Division.
Duties
Provides Standards Analyst support to leadership and staff at NORAD Headquarters, Regions, Sectors, and assigned/tasked/participating units.
Serves as the primary Battle Staff Operations Analyst & Duty Officer, providing subject matter expertise and Current Operations Division support to NORAD&USNORTHCOM (N&NC) Battle Staff, including NORAD Current Operations (CUOPs), NORAD Future Plans Cell (FPC), NORAD Future Operations Cell (NFOC), and N&NC Joint Operations Center (N&NC JOC), during exercises and real world contingency operations.
Performs Program Manager (PM) duties for the Operations Support Aviation Program (OSAP) and Civil Aviation Education and Training (CAE&T) programs.
As a NORAD Training Officer, develops training programs and materials, delivers presentations, and provides education and training for N&NC JOC Initial Qualification Training, Aerospace Control Subject Matter Expert (SME) training, USAF IMA Reservist Training, OSAP training, and for NORAD's Civil Aviation Education and Training (CAE&T) programs.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug
Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal
position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability
of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN
NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to
this condition shall not be extended an offer of employment.
This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian
support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be
deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the
continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and
suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes comprehensive knowledge of the missions, roles, functions, organizational structure and operation of the Department of Defense (DoD), and user commands that govern, interface with, and/or influence assigned programs. Including the laws, principles, policies, practices, and procedures regarding Air Defense. High degree of familiarity in DoD military command and control operations, command and control of air, land, maritime and space forces, geographical areas of responsibility as it pertains to the geographical Commands, air, space, missile, maritime, and land, combat operations at tactical, operational and strategic levels of war; Extensive knowledge of procedures for creating formal guidance, instructions, briefings, and other training tools IAW Command directives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Defense concepts, principles, practices, methods, and techniques to provide expert judgment concerning aviation programs/operations. Understanding of Air Defense operations, aerospace control mission and maritime warning mission.
Knowledge of structure and mission of U.S. and Canadian interagency partner organizations, most specifically air traffic
control and law enforcement organizations; Knowledge of staff structure, to include HQ, Region, and Sector levels, within a Major Military Command or equivalent.
Knowledge of U.S. and Canadian civil aviation procedures and regulations, such as NORAD Air Defense of the U.S. and Canada (ADUSCAN) Tactics, Techniques, and Procedures (TTP) publication.
Knowledge of military defense exercises such as VIGILANT SHIELD, ARDENT SENTRY, FALCON VIRGO, and others.
Skill in conducting presentations/briefings. Effective oral and written communication skills to provide education and training to pilots, internal members, interagency partners, and external civilian organizations.
Ability to resolve complex, unique problems, conditions, or issues, and the capability to significantly alter standard practices, processes and known techniques; Ability to analyze and understand warfare situations and problems. Ability to interpret and develop policy, regulations, procedures and system processes; Ability to generate and develop new hypotheses and theories to properly standardize a myriad of agency missions in a multidisciplinary environment, across multiple organizational levels, services, and
countries.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
