This position is located in DHS/U.S. Coast Guard, Health, Safety and Work-life Service Center, CG HSWL SC, Business, Planning, Management, and Analysis Cell (Division) in Norfolk, Virginia.
Duties
Incumbent serves as the Chief of the Management, Planning and Analysis Cell (Division) and is a member of the HSWL SC senior management team. The incumbent will assist the HSWL SC Commanding Officer, Executive Director and leadership team in the business operations for the HSWL SC which service as the Coast Guard MTF. Additionally, this position is responsible for the budgetary support to the HSWL SC and to the Coast Guard’s enterprise wide regional HSWL assets.

Qualifications
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialized Experience
(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
At the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service.
Specialized experience should include expertise in one or multiple CG utilized financial management and reporting systems, . as well as expertise in budget formulation and execution. The position will require these functional experts to participate in development of new capabilities in order to ease impacts to enterprise-wide health services operations while the CG continues to implement an electronic health record and multiple updated financial and personnel management solutions.
