Duties
The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) at Nellis Air Force Base is searching for a Budget Resource Manager (NH-0560-02, GS 5/11 Equivalent).
Description:
The mission of 328th Weapons Squadron (WPS) is to prepare USSF forces to prevail in a Contested, Degraded, and Operationally-Limited (CDO) environment through initial skills training, warfighting follow-on courses, and advanced training courses and events.
This position will manage assigned squadron resources and provide sound resource planning and guidance necessary to meet the squadron's training mission today and over the next five years. Serves as the 328th Weapons Squadron (WPS) budget analyst evaluating and analyzing issues and developing solutions to resolve substantive problems and issues of effectiveness and efficiency in work operations involving major programs of United States Space Force (USSF) space operations. Provides oversight of budgetary and financial decisions affecting the 328 WPS, Space Training and Readiness Command (STARCOM), and the USSF. Key advisor to the unit commander on matters related to budget and finances.
Major job responsibilities include developing and managing the 328 WPS budget including Program Objective Memorandum (POM) inputs, funding requirements and constraints impacting training quality or student production, develop and execute unfunded requirements, prepare and manage squadron training support contracts (in coordination with local CPTS), and communicating all budget and financial requirements to squadron leadership and higher headquarters as required. Specific duties include, but are not limited to, submitting DEAMS forms such as MIPRs and 4009s, managing DTS load requests and LOA creation/administration, acting as GPC approving official, and managing squadron budget within the HHQ-directed Comprehensive Cost and Requirement System (CCaR).
Ideal candidate should possess previous experience working on budget and financial projects at the squadron or small unit level. Actual time as a resource advisor, budget analyst, or financial manager is highly preferred. Additionally, it is strongly desired that candidates have experience with DoD financial management systems such as, at a minimum, the Defense Enterprise Accounting and Management System (DEAMS), Government Purchase Card (GPC), and Defense Travel System (DTS).
Key Skills and Abilities:
1. Knowledge of resource management programs, principles and policies.
2. Ability to analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of line program (training operations, Planning, Programming, & Budgeting System (PPBE), exercises, & training systems) operations in meeting established goals and objectives.
3. Working knowledge of the procedures for preparing solicitation documents to enable awarding of contracts.
4. Ability to design and conducting studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

- This position is on-site and eligible for telework, 2-4 days per pay period.
- Employee must be able to obtain and maintain a Top-Secret clearance.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- Knowledge of space mission areas is desirable.
- Program management experience is desirable.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethic and procurement integrity training.
- This is a Financial Management Level (1,2 or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management Level, Section 1599d.
