The primary purpose of this position is to serve as a financial management expert/administrator for the United States Air Force Warfare Center (USAFWC) composed of four wings, two named units, and a headquarters staff, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.
Duties
Manages and executes USAFWC annual budget of $9M, ensuring maximum productivity is garnered from limited resources. Provides USAFWC leadership with detailed and accurate accounting of the organization budget status. Works with commander, vice commander, and mobilization assistant to ensure adequate and available funding of USAFWC to support unit/organization mission.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual appropriations; apportionments; allotments; and transfer of funds from other agencies. Performs assigned budget execution tasks to meet the needs of organization(s) at the lowest operational level.
Provides advice, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by USAFWC.
Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs. Conducts cost management effectiveness and sensitivity studies/analyses dealing with major issues and problems affecting assigned budget programs.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments. Performs quality checks of automated system database information and advises program manager of any significant problems. Performs fiscal and administrative oversight of USAFWC contractor force and associated contractual status. Coordinates with USAFWC leadership to ensure contractor support effectively and efficiently meets USAFWC needs.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the Financial Management Level 2 requirements of this certification program.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and DoD, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for USAFWC programs (e.g., direct annual, multi-year, after the fact funding, , apportionments; allotments; transfer of funds from other agencies); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of financial management programs to include program planning and budgeting cycles, cost and economic analyses principles, techniques, and practices.
2. Knowledge of contracting procedures and programs including DoD acquisition and life cycle management policies, practices, single-year appropriations and their characteristics, uses, applications, and structure to evaluate contractor proposals and activities.
3. Knowledge of qualitative and quantitative financial systems and methods.
4. Knowledge of regulations, policies, and procedures governing budgetary processes including the DoD Planning, Programming, and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents.
5. Ability to effectively plan, organize, and negotiate with USAFWC Commander, Vice Commander, Mobilization Assistant, and other units to accept and implement recommendations on proposals that could involve significant resources and required changes in established concepts and procedures. Interface effectively with senior DoD leadership (General Officers, Congressional Staff).
6. Ability to organize, plan, and direct the budgetary functions of the United States Air Force Warfare Center (USAFWC) and its assigned tasks and programs. Ability to conduct and support studies, analyze data, develop and recommend alternatives, and effectively direct efforts to resolve budget and contract issues and problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
