This is a Regular Full Time (RFT) position with benefits (medical, dental, life insurance, retirement, 401(k), and annual/sick leave.
Duties
The primary purpose of this position is to serve as a subject matter expert in the Food and Beverage Division. Interprets regulations, develops local compliance procedures, and addresses related problem situations. Represents the Food and beverage Division to the Air Force Services Activity functional managers and Installation Support Division. Works in the Food and Beverage Division. Conducts special studies, collects information and prepares reports on unique programs within the Services community, i.e., Prime Vendor effectiveness, essential products programs (EPP), Nonappropriated fund equipment and supply items, electronic order entry and manufacturer rebates. Does market basket analysis and completes in-depth monthly transaction files analysis. Works directly with Prime Vendor warehouses, NAF food operations worldwide and Installation Support Division counterparts, to resolve problems and provide updates. Acts as a facilitator and mediator between Prime Vendor, base level personnel, and Installation Support Division counterparts. Analyzes program's financial information, maintains records, tracks trends, identifies problems areas and submit recommendation to the supervisor and senior leadership for coordination. Serves as an action officer for Food and Beverage Branch programs and procedures. Conducts staff assistance visit to Services' business activities and reviews all facets of business activity operations. Prepares essential item surveys and determines potential cost savings impact. Develops plans for the acquisition of supplies, equipment, products and systems to be used. Develops program specifications and coordinates with Agency functional program managers, Installation Support Division/SYS, and the Air Force Nonappropriated Fund Purchasing Office. Provides field with written and verbal instructions to resolve problems, increase efficiencies and effectiveness of programs, and maintain contract compliance rates. Makes presentations on program initiatives at Center and Installation Support Division training sessions and workshops for activity level managers. Identifies training deficiencies, develops training materials and conducts on-site and classroom training. Recognizes the need, develops course of action, provides justifications for and carries out a wide variety of special projects for HQ AFSVC and the field. Evaluates efficiencies of individual programs to ensure savings and services are realized. Provides procedural interpretations of the program to Installation support division and bases. Performs other related duties as assigned.

- Frequent TDY is required for this position.
- This position requires the incumbent to complete a background investigation with favorable results.
- Must sign the Air Force Mobility agreement that is required.
- Based on the mobility agreement and meeting the needs of the Air Force, Must be willing to provide information that you are U.S. Citizen

Qualifying Experience:
Requires management experience in food and hospitality programs, food purchasing, food distribution, and knowledge of sound and up-to-date research and development, business principles and practices, financial management, procurement and other administrative requirements. Must possess knowledge of user-oriented computer system. Desirable experience includes a position requiring extensive customer contact, tracking of customer orders and complaints, and preparing detailed reports. Experience in civilian food purchasing methodology is also desirable.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
