The primary purpose of this position is to serve as an upper-level management position that generally works independently, promulgating policy, planning and implementing automated library operations, training personnel, managing the cadet computer lab, and providing professional direction.

Duties
Administration of Library Technology initiatives. The incumbent has ultimate responsibility for the research, development, implementation, and management of all library technology initiatives by participating in and/or directing the efforts of the Systems Office to complete these tasks successfully.
Supports library web initiatives. Incumbent coordinates in-house and external work to plan, organize, and implement the library's web presence and/or the delivery of information via the web.
Directs work of systems personnel. Incumbent directs the daily operations of the Systems Branch by guiding and participating in its mission to support the work of the library staff and patrons in a PC/Windows networked environment utilizing a variety of hardware, software, and cloud-hosted information.

- This is an unusual tour of duty which may require nights, weekends, and holidays.
- A 4-year undergraduate degree or graduate degree in computer science or information technology is highly desirable.
- Employee is required to complete DoD 8570 or A+ certification before the end of the first year, if not already complete. Security +, and/or Network+ certifications are desirable.
- Because the base is not easily accessible to public transportation, employee should have reliable self transportation capabilities.
- A pre-employment physical examination will be required.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Librarian Series, 1410.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application.
OR
A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of library operations and automation technologies applicable to library procedures. Knowledge of the procedures and operations of Acquisitions, Cataloging, Circulation, and Reference, and Special Collections functions to understand implications of any changes in automated systems or their operations. Requires knowledge of collection-development sources and of the library's holdings-print and electronic-as related to faculty and cadet research and curriculum support. Requires a strong understanding of automated system specifications, development, tests, and evaluation. Knowledge of methods used to computerize library cataloging standards and resource metadata. Requires the knowledge of analysis and troubleshooting techniques for a variety of automated system environments. Requires knowledge of Microsoft Windows suite and multiple USAFA curriculum-related software packages and how these software packages and the concomitant equipment operate in a networked environment with the expertise to upgrade hardware, install software, and troubleshoot common problems effectively. Requires knowledge of Civil Service regulations and effective techniques for supervising federal civilian employees.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional theories, objectives, principles, practices, and techniques of librarianship, automated data processing and information retrieval such as gained by completion of a graduate degree in library science or library and information science from an American Library Association-accredited program.
2. Ability to analyze issues and develop plans for utilization of ADP (automated data processing) equipment in an Enterprise level operation and to plan, develop, and implement ADP actions of the library that affect budget and finance, facilities, and personnel, and to work effectively in a rapidly changing automated systems environment, to plan work operations and processes, and to adjust plans to meet emergency and/or changing program requirements.
3. Ability to work independently or collegially and to accept responsibility; to plan and organize work flow effectively to meet operational requirements; to identify new developments or issues which call for new actions; and to make sound decisions regarding electronic hardware and software operations.
4. Ability to train, evaluate, and direct the work of subordinate employees through communicating effectively both orally and in writing, exhibiting tact and courtesy when communicating with customers, vendors, and co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
