This position is located at Departmental Offices, Domestic Finance. As a Policy Advisor, you will serve as a specialist on a wide range of capital markets matters including the role and regulation of securities and derivative markets, financial institutions and financial markets intermediaries, corporate finance and credit markets, and investment companies and asset management. You will also assist in the development and implementation of policy that directly impacts capital markets.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Policy Advisor, you will: Assist in the implementation of policies relating to the financial crisis and Treasury's response including handling of individual company situations. Provide technical support and analyses of, and monitor developments in, the capital markets, and specifically the intersection of regulation and policy with capital markets. Advise on the restructuring and regulation of capital markets, including equity, derivatives, securitization, credit, or residential mortgage finance markets. Provide data, information and reporting on a wide range of issues related to the financial products and services marketplace and reform proposals, including policy research on legislative, regulatory and market developments. Contribute to the development, production and preparation of policy statements, written materials, including briefing or issue papers, and memoranda for senior Treasury officials, including the Secretary, and for White House officials, including for the purpose of meetings, speeches, interviews, and testimony.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes ALL of the following: Providing technical support and analyses of, and monitoring developments in, capital markets, services, or products (e.g., equity, fixed-income, credit, derivative, or loan trading), and specifically the intersection of regulation and policy with capital markets; AND Engaging with other governmental, non-profit, or private sector entities on policies, programs and practices in capital markets, services, or products; AND Developing and implementing policy recommendations, programs, or coordinated initiatives in capital markets, services, or products; AND Preparing findings, research, and proposals in written products of various types, including memoranda, tables, charts, presentations, and reports. SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes ALL of the following: Providing technical support and analyses of, and monitoring developments in, capital markets, services, or products (e.g., equity, fixed-income, credit, derivative, or loan trading), and specifically the intersection of regulation and policy with capital markets; AND Engaging with other governmental, non-profit, or private sector entities on policies, programs and practices in financial markets, services, or products; AND Assisting in developing and implementing policy recommendations, programs, or coordinated initiatives in capital markets, services, or products. OR EDUCATION: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. SPECIALIZED EXPERIENCE: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes AT LEAST 2 of the following: Preparing findings, research, and proposals in written products of various types, including memoranda, tables, charts, presentations, and reports; OR Providing technical support and analyses of, and monitoring developments in, capital markets, services, or products (e.g., equity, fixed-income, credit, derivative, or loan trading), and specifically the intersection of regulation and policy with capital markets; OR Assisting in developing and implementing policy recommendations, programs, or coordinated initiatives in capital markets, services, or products. OR EDUCATION: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level (generally 18 semester hours or 27 quarter hours) can be combined with the appropriate level of experience to qualify applicants for positions at the GS-9 grade level. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
