This position is located in the Human Resources Management Division within the Department of Department of Administration and Finance, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-13/, MCC uses a pay banded system to compensate employees. This position is pay band MC-4A which is generally equal to GS-13.

Duties

Performs complex duties that cut across disciplines such as: strategic planning; budget formulation and tracking; contracts; administrative management; human resources; finance; internal controls; quality improvement initiatives; reporting, etc. Assists the Managing Director and Deputy Managing Director in strategic planning around human and financial resources. Provides advice and assistance in the overall budget formulation process. Supports execution, monitors and reports on the status of the HR's budget. Plays a key role in the coordination of HR's communication, development and implementation of administrative program policies, plans and guidelines. Supports HR communication initiatives which includes coordinating and tracking products across HR teams, coordinating documents and making/recommending changes to clearly communicate HR's messages. Develops and coordinates internal policies, procedure and guidance documents to meet changing priorities and requirements, as necessary. Serves as the Certified Contracting Officer Representative (COR) or PM in all HR related contracts and actions. Tracks contractor deliverables to ensure compliance with contractual terms; solicits input on contractor performance; delivers the acquisition package through the procurement and contracts system (Oracle, CCMS- POMS, CPARS) to the Contracts and Grants Management Division; as COR, serves as chair or participant on Technical Evaluation Panels; manages invoicing, past performance, and vendor compliance. Manages HR's budget and works with staff to plan, coordinate and execute on HR Division's budget. Reports to the Financial Management Division as needed and works with other A&F divisions to coordinate and secure administrative support for our programs. Collaborates with cross-functional teams to achieve objectives; creates and presents executive-level reports, presentations, analyses and responses concerning a variety of interrelated program areas including, strategic initiatives, budget formulation and tracking; contracts, and administrative management. Qualifications

To qualify for pay band 4A applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: serving as a technical advisor on administrative program operations in two or more of the following areas (budget formulation and tracking, contract management, human resources, administrative support management); conducting research and preparing and consolidating briefing and background materials on a range of issues and topics related to budget, finance, contract management, and administrative programs; preparing narratives, documents, charts, trackers, slides, executive summaries, etc.to support program activities; and reviewing, monitoring, drafting and editing correspondence and other work product for senior level review/approvals. Note: This experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 4B or GS-12 to be eligible for pay band 4A.
