This position is located Office of the Chief Human Capital Officer, Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. This position is located at the HRSC and has the delegated authority from HRO to sign and release personnel actions.
Duties
Incumbent performs duties as team leader over a group of Technical Reviewer Human Resources Specialists. Serves as a first level point of contact for the Technical Review team by providing high-level consultation advice and guidance and serves as a first level diffuser in difficult situations.
Serves as team leader over a group of Technical Reviewer Human Resources Specialists. Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members.
Ensures that the organization's mission and vision are communicated to the team and integrated into the team's goals, work plans, and work products. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and deadlines. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization and adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.
Provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Trains or arranges for the training of team members in methods and techniques of technical skills and team building and working in teams to accomplish tasks or projects. Coaches team members in the selection of problem-solving methods and techniques, provides advice on work methods and procedures and assists team members in identifying factors needed to resolve problems.
Reports to the supervisor periodically on team's work accomplishments, training needs and work processes. Coordinates the preparation, presentation, and communication of work-related information to the supervisor. Works with supervisor to assign PARs to respective HR Specialist for processing. Maintains reference materials, project files and relevant back-ground documents and makes available policies, procedures, and written instructions from the supervisor. Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, analyze and improve team effectiveness, efficiency, and work products. Represents the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.
Reports to the team on progress of team's projects and/or tasks, established milestones
and ensure that all team members are aware of team goals and objectives. Incumbent
organizes and facilitates the team's role in actions items resulting in mass actions or
audits in preparation of or as a result O&E and conversions, HRIS bulletins, etc.
Other duties may be assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2024.
GS-14 Qualifications:
Time in Grade Requirement for the GS-14 grade level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). You must submit an SF-50 showing you meet the time in grade requirement. Example SF-50s include promotions and step increases. any other SF-50 may not show you meet the time in grade requirement.
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience was gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience applying principles, practices, laws, and regulations; advising managers on routine processing actions issues and providing advice and guidance; processing and serving as a quality reviewer of personnel actions, ensuring accuracy and completeness.

Criteria 2- Specialized Experience: at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience was gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience leading, mentoring and/or developing a skilled, multi-disciplinary work force in order to guide complex work functions/tasks. Experience advising senior leadership on the interpretation of legislation, policies, and regulations regarding Human Resource and Contracting functions. Experience analyzing federal HR and contracting program operations, evaluating its policies and procedures, and providing recommendations on improving operational effectiveness.
