About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the 7th Signal Command, 106th Signal Brigade located in Fort Huachuca, Arizona.

Duties

Responsible for planning, evaluating, coordinating and implementing Secure Internet Protocol Router Network (SIPRNet) connections for users requiring access to the installation CLASSIFIED network and the Non-sensitive Internet Protocol Router Network (NIPRNet) in accordance with Department of Defense (DOD) and Army policies and procedures. Major knowledge requirements consist of networking concepts, principles, practices, procedures, and operational requirements with the analytical ability to identify, isolate and alleviate local area network errors. Plans, conducts, controls and coordinates varied studies and analysis to meet operational needs for network systems. Manages the equipment/parts inventory/database for the installation network and ensures sufficient parts are on hand to deal with a major failure. Performs all technical data networking tasks necessary to respond to higher headquarters data networking demands to include Defense Information Systems Agency (DISA) and Regional Cyber Center (RNEC) with respect to actions affecting the installation Non-sensitive Internet Protocol Router Network (NIPRNet) and Secure Internet Protocol Network (SIPRNet) connectivity.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • IAW with DoD Publication 8570.01 Reference a, 08/11/15 this position is designated as an IAT II. Incumbent or Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification
  • outlined in DoD Publication 8570.01 Reference a, 08/11/15. Personnel assigned to this position must obtain the appropriate certification within six months of being assigned.
  • The incumbent must be certified per DoD Directive 8570.1-m, AR25-2, and as detailed in the information assurance (IA) training and certification best business practice (BBP) or
  • obtain certifications within six months of employment." Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination.
  • Must obtain and maintain a Special Sensitive High Risk, T5 clearance based on an SCI with eligibility for sensitive compartmented information (SCI) in accordance with AR 25-2.
  • Designated as an IT-I level position; and has elevated rights (SA) and operational control of servers and network devices (classified and unclassified) on the Fort Huachuca Installation.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R, (Condition of Employment for Certain Civilian Positions Identified
  • as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • TDY may be required up to 10%.
  • Overtime and shift work may be required on short notice to include nights, holidays, and weekends in support of related mission requirements
  • The employee must possess a valid motor vehicle driver's license and be able to obtain and maintain a valid government vehicle operator’s license.
  • Employee may be required to carry a cellular telephone and maintain a working home telephone at all times.
  • Physical is required as position requires lifting up to 40 pounds.

This position is in the Professional Category at the Full Performance Work Level within the CES Occupational Structure. Specialized experience would be demonstrated by Designing IT network systems; Analyzing and configuring IT architecture and infrastructure to perform configuration management functions; overseeing of network equipment to make sure the network is operating successfully. You will be evaluated on the basis of your level of competency in the following areas: (1) Attention to Detail Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and (4) Problem Solving Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
