About the Position: Serves as functional chief under general supervision of the Chief of Programs Management Branch in Programs and Project Management Division in New Orleans District, LA. Incumbent will plan and carry out assigned functions with the district program in accordance with applicable USACE directives, policies, and regulations. In addition, prepares, review, execution, defense an approval of District's current year civil works budgetary program by appropriation.
Duties
Interprets the requirements of program and budgetary regulations, policies, and guidelines.
Provides technical support on the program/budget.
Advises district personnel to resolve forecasted or current problems related to matters affecting budgetary and program activities.
Provide technical advice on civil works program policy, budget development and execution, funding, scheduling, and manpower.
Responsible for ensuring data quality is in accordance with all prescribed policies and guidelines and supporting implementation and maintenance of Programs and Project Management Information System.
Provide briefs and prepare briefing materials and participate in meetings with senior leadership at various levels within and external to the USACE.
Supervise, manage, and lead a team of Programs Managers and Analysts; assign and track workload; and mentor and coach employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other situations incumbent is required to report to work.
- Supervisory Probationary Period may be required.

In addition to meeting one of the basic requirements above, you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:1) Providing knowledge in all aspects of directing, performing, and guidance on project execution with respect to planning, design, construction, and operation and maintenance of projects, 2) Demonstrating knowledge of program and/or project management methods, procedures, and application of concepts AND, 3) Interpreting and applying regulations and policy to management of programs and/or projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
