This position is part of the U.S. International Development Finance Corporation, Office of Small Business and Financial Services, conducting in-depth discussion on loan and guaranty programs, pre-screening of investment financing applications for international project development, as well as, facilitating the loan application approval process of prospective clients, and developing working relationships with business organizations that may source new international financing projects.
Duties
Respond to incoming funding requests and inquiries from a wide range of potential clients and stakeholders developing the content tailored to the specific inquiry, and advising on eligibility requirements for agency programs.
Counsel private firms seeking support on agency loan and guaranty programs, and senior representatives of U.S. and international firms to address technical questions concerning the programs and application procedures and forms.
Conduct pre-screening for prospective clients to determine eligibility of projects considering account credit and policy requirements, portfolio concentration, and management priorities.
Analyze and evaluate project business plans, marketing plans, financial statements, financial plans, and other business and project documentation in eligibility determinations.
Work with Senior Project Finance Specialists in the financial analysis, negotiation, and presentation of financing opportunities.
Support maintenance of the department's pipeline of early-stage leads.
Serve as an agency representative at speaking engagements developing presentations and materials based on the nature of the event and conducting research on agency current and historical portfolios in specific countries, regions, and industry sectors to support internal briefings, external reporting requirements.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-13 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes:
1) Evaluating funding plans for international development projects in emerging markets, while working at a commercial bank, investment bank, international financial institution, or multilateral development bank;
2) Determining when projects in emerging markets are feasible and financially viable based on policies, procedures, and goals and objectives; AND
3) Identifying and building relationships with development finance institutions, international banks, international business associations and/or impact investing groups.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
