This position is in the Department of Veterans Affairs, Office of Information and Technology (OIT), Office of People Science (OPS), Human Resources (HR). The incumbent functions as a principal advisor to all levels of management officials n HR functional areas of and related to ER/LR.
Duties
Major Duties:
Provides expert guidance, advice, and assistance on a wide range of ER/LR issues and related programs to all levels of management officials within OIT.
Handles controversial and difficult ER/LR matters.
Establishes relationships with service lines to provide assistance, maintain awareness of ongoing operations and deal with issues and problems.
Provides assistance on a continuing basis to management to facilitate effective employer- employee relationships that contribute to satisfactory productivity, motivation, morale and discipline and support the objectives of the organization.
Advises management on working within or complying with regulations, guidelines, policies, and negotiated agreements that have been established concerning all aspects of human resources management, and particularly, conduct, performance management disciplinary/adverse actions, grievances, appeals, and employee benefits.
Explains, defends, and justifies regulations, processes, policies and procedures to gain acceptance and compliance. Interprets and clarities federal, agency, regional and local policies, standards, and procedures to manage supervisors, and employees.
Explains program requirements and reasons for decisions.
Ensures compliance with VA and OIT management objectives.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: providing advice and guidance to managers and supervisors, on Employee & Labor Relations (ER/LR) programs to assist them in carrying out their responsibilities in the area of sound and effective human resources management; Advises management on working within or complying with regulations, guidelines, policies, and negotiated agreements that have been established concerning all aspects of human resources management issues such as conduct, performance management, disciplinary/adverse actions, grievances, and appeals.
Criteria 2- Specialized Experience: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: providing advice and guidance to managers and supervisors, on Employee & Labor Relations (ER/LR) programs to assist them in carrying out their responsibilities in the area of sound and effective human resources management; Advises management on working within or complying with regulations, guidelines, policies, and negotiated agreements that have been established concerning all aspects of human resources management issues such as conduct, performance management, disciplinary/adverse actions, grievances, and appeals; Provides administrative and technical oversight to a team of ER/LR Specialist who provide guidance and assistance on employee relations matters, labor relations grievances, appeals, adverse actions, employee discipline, and related matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
