Duties

You will serve as the Information Technology (IT) Project Manager/IT Governance Coordinator. You will be responsible for planning, coordinating, budgeting, deploying and overseeing Information Technology (IT) projects and facility projects that involve IT support for the US Navy Strategic Weapons Facility Pacific (SWFPAC). You will manage the integration of assigned Information Management/Information Technology (IM/IT) portfolio of programs, projects and policy formulation. You will serve as the IT governance and policy expert for IT requirements performing work in the administration, definition, development, delivery and support of governance and policy. You will represent the Information Technology (IT) Division Head, serving as the primary point of contact for project IM/IT portfolio and integration. You will manage the efficient and effective coordination and integration of the planning, design, and construction of a portfolio of major IM/IT projects.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyberspace Workforce position, work role code 802, proficiency level (INTERMEDIATE) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may be subject to random counterintelligence polygraphs, per OPNAVINST 5510.165
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating IT system activities such as design, development, deployment or maintenance in order to develop plans and procedures for enhancement of enterprise architecture or policy framework. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviewing and obtaining consensus on proposed changes to existing policies or new policies with stakeholders. 2. Customer Service - Works with clients and customers. IT-related experience demonstrating this competency include: Promoting awareness of security issues among management and ensures sound security principles are reflected in the organization's vision and goals. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Preparing briefing materials and supports SPCIO in briefing SSP senior leadership in matters related to the incumbent areas of responsibilities. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifying lack of policies and processes in the selected information management focus areas to assists the Data Steward in these areas to resolve the deficiencies.
