You will serve as a IT PROJECT MANAGER (PLCYPLN) in the COMMAND INFORMATION OFFICE of NAVFAC NORTHWEST.
Duties
You will identify and analyze customers information systems requirements or environments designing or conducting analytical studies, cost benefit analyses or other research.
You will perform the functions of a System Administrator, Network Administrator and Information Systems Security Engineer.
You will ensure appropriate product related training and documentation are developed and made available to customers.
You will oversee support of installed systems and services to resolve a wide range of technical and management issues.
You will provide expert knowledge and guidance to leadership, operational staff, and customers that enables a secure and available IT infrastructure and IT/OT (Information Technology/Operational Technology).

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area ACQUISITION AND PROGRAM/PROJECT MANAGEMENT.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

IT-related experience demonstrating this competency includes: REVIEWING MY OWN INFORMATION TECHNOLOGY-RELATED WORK OR DATA AND HAVE BEEN RESPONSIBLE FOR REVIEWING THE WORK OF OTHERS TO ENSURE ACCURACY, COMPLETENESS, AND CONSISTENCY WITH STANDARDS.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: MONITORING CUSTOMER INFORMATION TECHNOLOGY (IT) PERFORMANCE TRENDS TO IDENTIFY STANDARD REMEDIES AT DIFFERENT SUPPORT TIER LEVELS (E.G., TIER-1, TIER-2, TIER-3).
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: PERFORMING A RISK ANALYSIS OF INFORMATION TECHNOLOGY (IT) SYSTEMS TO IDENTIFY PROBLEMS AND RECOMMEND SOLUTIONS.
In addition to having experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:
1) Directing the use of IT Project Management principles, techniques, and tools to develop, schedule, coordinate, and manage projects;
2) Overseeing and evaluating costs, work, and contractor performance to ensure quality of work;
3) Managing a cybersecurity program to ensure the organization's security design requirements are met;
4) Leading initiatives and overseeing the execution of military construction (MILCON) requirements.
