Duties

This Program Assistant position is located at Transportation Security Administration, Department of Homeland Security (DHS). This Program Assistant position will be dedicated to the support of the Threat Assessment EDCH Program at Daniel K. Inouye International Airport (HNL). Duties include but are not limited to: Coordinates decoy activities for use by Explosives Detection Canine Handlers (EDCH) as part of their regular and recurring training requirements. Tracks and monitors training activities by EDCHs to ensure compliance with pre-established objective training plan by observing training activates and comparing completed training activities to predetermined minimum required/mandated training actions. Acting as a Records Custodian for assigned Threat Assessment Program (TAP) Units. This includes utilizing TSA guidelines in order to identify and organize and retain, transfer, or destroy office records for the TAP. Acts as a property custodian for inventory to include such items as dog supplies (e.g., food, leashes), non-explosive training materials, Government issued IT equipment, vehicles, administrative supplies, and uniforms. Determines level of supplies and prepares orders for replenishment. Functions as Purchase card (P-card) holder to include documentation, preparation and purchasing. Orders needed supplies (e.g., canine training supplies like luggage and clothes), pay veterinary bills and canine shipments/transfers, and purchases other program items as needed. Coordinating the implementation of new airport/TAP specific office policies and systems and may write internal procedural guidance after clarifying applicability of past practice, emerging guidance, and established policies and procedures with senior specialist, managers, or subject matter experts. Identifying training venues for TAP programs and coordinates with internal and external stakeholders to acquire space or TAP; stakeholders are frequently airport staff and may be external to TSA. Compiling, tracking, and analyzing data. Applying analytical techniques and methods to perform a variety of administrative and analytical duties in support of TSA field operations. Interacting with internal staff and external customers including managers and employees. Contacts involve exchanging information, tracking status, and coordinating efforts.

Qualifications

To qualify for the SV-F Pay Band (equivalent to GS-9-10), you must have one year of specialized experience equivalent to the SV-E Pay Band or GS-8 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes: Tracking, monitoring, and maintaining records AND Doing data entry and analysis AND Exchanging oral and written information Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
