Duties

This Transportation Security Specialist (Regional Operations Center) position is located in the Regional Operations Center (ROC), Compliance (COMP), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Coordinates and conducts comprehensive assessments and inspections of international transportation entities to determine security posture; monitors compliance with applicable international and U.S. security policies, directives, regulations, and agreements to identify potential problem areas or deviations from prescribed standards; and ensures overall adequacy, effectiveness, and efficiency of security programs. Prepares written analysis of assessments and inspections, which determines corrective actions required to improve security posture. Analyzes cumulative data to determine when enforcement action should be initiated and recommends the type of action and severity of penalty, as necessary. Provides testimony and participates in enforcement proceedings. As team lead, conducting airport assessment, air carrier inspections, and cargo inspections to identify vulnerabilities to aviation security. Tracking vulnerabilities at high-risk airports to monitor progress and working with TSA Representatives to develop mitigation strategies. Investigating carrier and cargo security violations and recommending corrective enforcement actions. Preparing in-depth briefing papers, discussion points, and other documents; and conducting briefings for senior leadership in TSA that address complex transportation security initiatives and issues. Serves as the Compliance technical specialist within integrated project teams and promotes Security Operations equities within the project teams, while advising leadership of potential challenges and applicable recommendations to improve work processes. Lead and participate on internal and external working groups and teams to address specific issues or tasks having broad national and international implications. Provides analysis of international aviation security standards (including cargo), programs and issues. Serves as a consultant in advising leadership on policy developments and actions for international aviation security and cargo operations.

Requirements

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience conducting air carrier or cargo aviation security inspections; and Experience applying U.S. aviation security laws, regulations, acts, executive orders, or agreements to conduct U.S. and foreign air carrier inspections; and Knowledge of international aviation security standards, policies, and programs as they relate to direct service to/from foreign locations to/from U.S. airports. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
