Duties

This Supervisory Transportation Security Specialist (ROC) position is located within the Regional Operations Center (ROC), Compliance, Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Supervises and conducts foreign airport assessments and regulated entities inspections to determine security posture and monitors compliance with applicable international and U.S. security policies, directives, regulations, and agreements. Tracks vulnerabilities at airports to monitor progress and work with the Regional Operations Center (ROC) Manager and TSA Representative to develop mitigation strategies (ROC). Prepares and/or reviews airport assessment and regulated entities inspection reports, in-depth briefing papers, speeches, issue corrective action plans/enforcement actions, discussion points, memoranda, and other documents. Provides analysis of international aviation security standards and programs and serves as a consultant in advising leadership on policy developments and actions for international aviation security and cargo activities. Serves as a Compliance technical specialist within integrated project teams and promotes International Compliance equities within the project teams to improve work processes. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Supervisory/Managerial responsibilities include, and not limited to: assigning and evaluating the work performance of team members; coaching and developing subordinates; approving leave; recommending or approving disciplinary actions; resolving personnel issues and administrative; and procedures and developing and approving solutions to current and anticipated problems.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Conducting meetings and briefings with senior management officials to negotiate, justify, and defend all issues; and Providing technical guidance to managers and staff concerning aviation security, inter-governmental, and intra -governmental cooperative agreements; and Analyzing inspection and investigation reports to ensure technical sufficiency and compliance with established policies. *Selective Placement Factor: Must have successfully completed the Aviation Security Inspection Basic Training Course (or equivalent) .CONDITIONS OF EMPLOYMENT (continued from Requirements section) Must be able to obtain and maintain a Top Secret security clearance based on a Special Background Investigation (SBI). This is a testing designated position. Employee required to pass drug/alcohol screening prior to appointment and periodically as required during employment. This is a supervisory position and is subject to the supervisory probationary period, unless the selected incumbent has already completed it. May also be required to complete an appropriate supervisory training course within one year of assignment to this position. Must pass an initial and periodic urinalysis screening for illegal drug use. Must be available for duty worldwide, including areas or locations that may be dangerous and require tolerating austere living conditions. Work may require driving or traveling by motor vehicle and occasionally involves regular and reoccurring exposure to moderate risks or discomforts that require special safety precautions. This is an Emergency Essential position. Must be able to obtain and maintain a TSA Travel Card. Must have successfully completed the Aviation Security Inspection Basic Training Course (or equivalent). Incumbent is required to submit a Financial Disclosure Statement, OGE-450 (5 CFR Part 2634, Subpart I USOGE,6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with TSA Directive 1100.73-5 Employee Responsibilities and Code of Conduct. This position is contingent upon successful completion of the Foreign Airport Assessment and Inspections Course (FAAIC). International positions only: Must successfully pass a physical exam. This is required of the person selected and eligible family members as part of the process to receive a medical clearance from the Department of State Office of Medical Services for serving in an overseas post. Cost-of-Living Adjustment (COLA): COLA rates will be determined per Department of State Standard Regulations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
