Duties
Reviews legislations, federal and state regulations, executive orders, National Institute of Stands and Technology (NIST) guidelines, and Department of Justice (DOJ) policies/initiatives to ensure the BOP’s compliance as it pertains to inmate computer and telephone calling programs. Serves as technical expert and source selection board member through the procurement of multimillion dollar contracts. Provides training, participates in problem resolution and testing of systems and interacts with contractors and subcontractors on system issues. Develops electronics and communications systems to meet the changing needs of the BOP’s Trust Fund programs for inmates including security related requirements. Assists the Trust Fund program managers in ensuring that electronic and communications systems at new sites are correct and the systems are properly installed and functioning per specifications.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-12 and GS-13: There is no substitution of education for specialized experience for this position. OR Experience: GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. To be creditable, this experience must have equipped the applicant with the particular qualifications perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of the qualifying specialized experience are: GS-12:
Experience interacting with BOP officials, those from other agencies and contractors to ensue efficient problem free operation of a nationwide system.
Experience which demonstrates the ability to master the understanding of the BOP and government wide telecommunications policies, procedures, and programs.
Experience with knowledge and ability to modify standard practice and adapt techniques to solve a variety of complex problems associated with new projects.
GS-13:
Experience that demonstrates knowledge and understanding of state-of-the-art technology in the field of electronics, communication, data transmission, and the related security features necessary for operations within a correctional environment.
Experience in serving as a team/group leader in researching, installing, and maintaining sophisticated and evolving telecommunication systems.
Experience in monitoring installation and inspecting and performing acceptance tests on new or modified communications and electronic systems.
Experience in developing and preparing instructional documentation and instructing others regarding industry laws, policies, regulations, and guidelines related to complex telecommunication systems.
