Duties
This is supervisory work responsible for overseeing direct reports in auditing vouchers, answering questions regarding voucher preparation, the permissibility of expenses, providing advice on the discretionary use of funds, training new administrative managers and chief clerks about Senate financial practices and the Senate’s Financial Management Information System (FMIS), and developing strategies for the efficient use of resources. Work includes providing direction in the certifying of vouchers equal to or less than $100.00 for final payment, ensuring that supporting documentation is complete, authorized, and validated. Incumbent assists in the resolution of complex issues regarding vouchers. Incumbent exercises considerable judgment, discretion, and technical knowledge in planning, scheduling, and implementing the section’s responsibilities. Work is bound by Title 2 of the U.S. Code; generally accepted accounting principles; Secretary of the Senate policies and procedures; the U.S. Senate Handbook; the Senate Ethics Manual; and Senate Disbursing Office procedures, practices, and guidelines, but requires independent judgment in setting priorities in handling assignments.

Qualifications
PHYSICAL DEMANDS AND WORKING ENVIRONMENTWork is performed in an office environment with exposure to everyday risks and discomforts and requires the use of normal safety precautions. Work requires frequent walking, standing, bending, and carrying items up to 25 pounds, as well as regular use of typical office equipment, software programs, and methods of communication such as a computer, email, telephone, and photocopier.Regular, predictable, and punctual attendance is required for performance of duties. Work also requires physical presence in the office, except as otherwise required by the Office of the Secretary.MINIMUM QUALIFICATIONSWork requires a bachelor’s degree in finance or related field, with three to five years of progressively responsible experience in accounts payable work, including lead or supervisory experience; and the following knowledge, skills, and abilities:Basic knowledge of the Senate as an institution preferred, with a desire and willingness to learn more about the legislative process, as well as the history and operation of the Senate.Knowledge of sound accounting/auditing principles, practices, and procedures.Knowledge of government fiscal procedures, the federal budget process, and budget object classifications.Knowledge of generally accepted accounting principles, including spreadsheets and standard bookkeeping practices.Skill in operating a computer and associated software, including web-based systems.Ability to analyze financial data to ensure thorough auditing of complex billings.Ability to plan, organize, coordinate, assign, and evaluate work of direct reports.Ability to communicate effectively, both orally and in writing.Ability to handle others with tact and diplomacy.LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTSNone.
