Duties
Serves as an Administrative Support Specialist in the Executive Office of the Humphreys Engineer Center Support Activity (HECSA) managing and maintaining the Training Tracker and In/Out Processing Programs to include oversight and guidance.
Manages and maintains a comprehensive in/out processing program that supports incoming and outgoing civilian, military and contract personnel including checklists, welcome/information packages, sponsor support, orientation, entrance and exit surveys.
Review and revise the in/out processing manual and automated procedures to ensure effectiveness of the program.
Updates chain of command and prepares and presents at staff meetings of chain of command and Headquarters United States Army Corps of Engineers (HQUSACE) and HECSA directorates or offices.
Reviews in and out-processing tickets/workflow on a continual basis and contact supervisor who are not in compliance.
Manages and maintains a comprehensive Training Tracker that supports civilian, military and contractor personnel for HQUSACE and HECSA to track completion of mandatory and non-mandatory training requirements.
Coordinates the responsibilities of employees, supervisors, and all functional/operational support areas to ensure all training requirements are completed and recorded.
Review and revise the in/out processing manual and automated procedures to ensure effectiveness of the program.
Writes articles for appropriate publications as well as the HQs bulletin boards.

Specialized Experience: One year of specialized experience which includes providing interpretation of administrative policies, procedures and requirements supporting the organization; formulating solutions addressing workforce in/out processing and training requirements to meet short/long term mission goals; performing analysis/studies that may have a direct impact on strategic efforts to effectively and efficiently improve organization initiatives; evaluating the effectiveness of policies and practices for compliance and dissemination to the workforce; and maintaining, updating and tracking requirements through utilization of automated/web-based system or systems.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: you MUST submit a copy of your transcripts)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: you MUST submit a copy of your transcripts)

Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
