The primary purpose of this position is to serve as a lead human resources specialist and perform a wide variety of both procedural and substantive work supporting one or more military personnel programs, operations, or functions, e.g., recruitment, induction, assignment, training, utilization, or separation.

Duties

Assists in leading military and civilian personnelists within the Military Personnel Flight (MPF) mission sets and reviews/performs the full range of tasks for assigned areas such as assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar actions and can perform a complete review of records to determine eligibility for actions. The technical authority on all elements of active-duty military personnel specialties assigned to any of the elements of MPF. Oversees updates, inquires, and process actions on a wide variety of entitlement, Special Duty Assignment Pay, allowance, and indebtedness actions by MPF team members as well as can process these actions through military personnel data systems. Reviews products to identify and correct mismatched data in system and to ensure projections and confirmations have consummated and required actions have been taken in the Personnel Data System. Uses a variety of office automation hardware, software, and peripherals to perform and review/approve miscellaneous administrative duties, special actions and other clerical support work conducted by subordinates in all areas of military personnel.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management Series 0201 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing knowledge of, and skill in applying military personnel regulations and procedures relating to transactions processed. Applying knowledge of military organizational structure, protocol, and similar matters. Administering knowledge of general office administrative and clerical procedures. Using knowledge of the military personnel automated system and of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Communicating effectively, orally and in writing with significant ability to deal effectively and tactfully with civilian/military personnel of all ranks and at all command levels. Entering and retrieving personnel action data and correcting data errors in data systems. Interpreting and applying moderately complex directives pertaining to the area of responsibility. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of, and skill in applying military personnel regulations and procedures relating to transactions processed. 2. Knowledge of military organizational structure, protocol, and similar matters. 3. Knowledge of general office administrative and clerical procedures. 4. Knowledge of the military personnel automated system and of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 5. Ability to communicate effectively, orally and in writing with significant ability to deal effectively and tactfully with civilian/military personnel of all ranks and at all command levels. Ability to interpret and apply moderately complex directives pertaining to the area of responsibility. 6. Skills entering and retrieving personnel action data and correcting data errors in data systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
